thanks to dear member @jessy submitted a new resource:

[OzzModz] List Non Valid Users - allow users with the correct permissions to view a list of all users

Simple addon that will allow users with the correct permissions to view a list of all users that don't have a valid state. I suggest only allowing admins and mods this permission.
